This setting controls how many Pals can be working in a Base. This still requires that you level up your base to allow more Pals to work there. You will not have this number right away. The default maximum is 25 Pals for each level of the Base. You can set this up to 50 in the vanilla game.
This setting controls the maximum number of bases that can be built by all players in the world. This is the max among all players combined as well as all guilds combined. The default value for this is 128, in most cases you won't need any more than that in your world.
This setting controls how many base camps can be built per guild. This does not alter the three bases that you can create by leveling up your base as a player, it is simply the max for an entire guild to create. By default this is set to 10, but can be increased to match the BaseCampMaxNum if that is your wish.
