If you want to change the max Dino level you can use the OverrideOfficialDifficulty and DifficultyOffset settings in GameUserSettings.ini under the [ServerSettings] section. By specifying these settings it will raise the Max Dino Levels accordingly. You can use the following table to find which values these need to be set to in order to achieve your desired level.
